HESA opened a consultation in February 2026 to seek views from providers on the in-year data specification, covering the following areas:
- Reference periods – including definitions, structure and timing of reference periods for in-year collections
- Two-week coverage rule – how to adapt current guidance for an in-year collection
- Graduate Outcomes survey population and the qualifiers population – considering the potential impact of earlier collection schedules
- Historic amendments – comments on decision made
This consultation is the first in a series of consultations with the sector to support the transition from an annual retrospective student data collection to a cumulative in-year student data collection model. These consultations are all working towards an announcement of the requirements for the 2028/29 Student in-year data specification by 31 July 2026.

Our response
IHE welcomes the opportunity to contribute to the development of the in‑year data collection model. In our response, we emphasise that the needs and operating contexts of non‑traditional models, and small and specialist providers, must be fully considered throughout implementation. This perspective underpins our submission, which highlights the operational realities faced by small and specialist providers as the sector transitions to a cumulative in‑year approach.
IHE will continue to work closely with members and with HESA to ensure that the design and implementation of the in‑year collection model is workable, proportionate, and reflective of the diversity of delivery models across IHE's membership.
