IHE responds to OfS announcement pausing applications for DAPs

Read our response to the OfS announcement that it will not accept new applications for degree awarding powers or award indefinite degree awarding powers while it consults on proposed reforms to the application and assessment process as part of its wider review of quality.

Alex Proudfoot, Chief Executive of Independent Higher Education (IHE), said:

"IHE is deeply concerned by the Office for Students' decision to pause applications for Degree Awarding Powers (DAPs). At a time when the sector was looking for greater stability and a more constructive relationship with its regulator, this decision takes us in the opposite direction.

"This regulatory stop-start approach risks sowing instability in a system that should be built on confidence, predictability and long-term planning. Providers are being asked to make major strategic and financial commitments while the regulator repeatedly changes course.

"We agree that the DAPs process should be strengthened and streamlined, and we welcome the proposed consultation on Higher Technical Awarding Powers. These reforms are important if the Government is serious about increasing the availability of high-quality, flexible provision that meets the needs of employers and learners.

"However, regulatory reform cannot come at the expense of today's providers and students, nor be used to mask capacity and delivery challenges within the system. Delays and uncertainty have real-world consequences: new courses are put on hold, contracts must be renegotiated, investment is postponed and, in some cases, opportunities may be lost to the UK altogether.

"If the Office for Students does not have the capacity to undertake this work while maintaining business as usual, it should consider bringing in additional expertise to support the process and reduce the growing backlog of applications.”
