The government’s consultation on imposing an international student levy closes on 18 February. Join IHE as we explore the consultation proposals, discuss how IHE will respond and look at the broader implications of the levy proposals for independent higher education providers. There are several big questions that we need IHE Members’ feedback to ensure we position our response for the most benefit to members:
- Is ‘not eligible for home fees’ the right bar to set for which students are counted when calculating the levy?
- They propose using ‘headcount’ in raw HESA data submitted each year? What are the risks? Could students be double counted?
- What students could be included in the HESA data that shouldn’t be in the levy?
- What would the impact of a levy set-up in this way have on the way you deliver your courses? How might it change student behaviour?
- Payment would be based on raw HESA data collected in November each year and invoiced in the following January? What are the implications for providers?
IHE will be writing our response in the coming weeks and need members thoughts on these questions and more to ensure our response is representative of the membership.
We invite staff from across the organisation, not just those with responsibility for international students to attend. We are particularly interested in staff with data and finance responsibilities attending as this is a highly technical consultation.
