IHE Roundtable: OfS consultation on oversight of subcontractual arrangements

The Office for Students (OfS) has launched a consultation on proposed new requirements for the oversight of subcontractual arrangements in English Higher Education. These proposals include the introduction of a new general ongoing condition of registration (Condition E8), enhanced governance expectations, and new powers for the OfS to direct and monitor providers’ subcontractual activity.

IHE is holding this Roundtable to hear your views on subcontractual provision and oversight, and how the proposed conditions may affect you.

Definitions of subcontractual courses and arrangements, and relevant exemptions, can be found in the proposed new condition E8, in particular sections J and K: https://www.officeforstudents.org.uk/publications/consultation-on-new-requirements-for-the-oversight-of-subcontractual-arrangements-in-english-higher-education/

We are particularly keen to hear from members who are currently engaged in subcontractual arrangements from either delivery or awarding providers, as well as those considering such partnerships, so we can present a comprehensive response to the OfS. Your insights will help shape our collective understanding of the opportunities, risks, and practical implications of the proposed regulatory changes.
