DfE post-16 Level 3 and below pathways consultation

The Department for Education (DfE) has launched a consultation on proposals for the design of new pathways for 16 to 19 year olds announced in the post-16 education and skills white paper. This includes the creation of V-level qualifications at Level 3 (which will sit alongside A-levels and T-levels) and two new pathways at Level 2; Further Study Pathway (supporting progression to Level 3 study) and Occupational Pathway (supporting direct entry into skilled work).

The proposals are significant for our Members as they are likely to change your applicant profile, impact the readiness of students who move into higher education level study/apprenticeships, and the proposed changes are likely to introduce further variation in prior learning experiences which may require changes to how you deliver your teaching and support. 

Join us for a roundtable event at which the IHE Policy team will outline the proposals and seek views from IHE Members. 

The post-16 Level 3 and below pathways consultation will close on Monday 12 January 2026.
