OfS registration: What is a business plan?

This session will provide an introduction to business plans for higher education providers. This is part of a series of support provided by IHE to help Members navigate Office for Students (OfS) requirements and process. 

The OfS have recently consulted on changes to registration requirements and the application process for new providers seeking to register, when registration reopens in August 2025. These include the introduction of a new initial condition of registration (Condition E7) on effective governance. One of the proposals under this new condition is the requirement that all providers have in place a clear and comprehensive business plan. 

Members are encouraged to start now, ahead of the requirements being confirmed and guidance published in August, by ensuring they have in place the aspects of good governance the OfS has highlighted – including an effective business plan.  It is the OfS intention to align requirements for existing registered providers in due course, and so all members are encouraged to ensure they meet what the OfS is looking for in their governance processes and documents. 

This session will cover what a business plan is, the information it should contain, any areas that should not be included and how it should be written. As well advice from our expert speaker, you will hear from an IHE member on how they developed their business plan and their top tips for other members looking to develop one.
