Reporting to the Minister for Skills, The Rt Hon Baroness Jacqui Smith, the group brings together leading voices from across the education and skills sector to create practical evidence-based proposals to widen participation in higher education. The formation of the group was announced in the Post-16 Education and Skills White Paper, which sets out the Government's ambition to make higher education a 'gateway open to all who have the ability and desire to pursue it'.
The group's work will focus on two key areas:
- addressing regional disparities and cold spots through place-based approaches and innovative delivery models
- removing barriers to access by identifying and addressing systemic issues including admissions practices and awareness of non-traditional routes into higher education.

The group will be chaired by Professor Kathryn Mitchell, Vice Chancellor and Chief Executive at the University of of Derby, and will meet between November 2025 and January 2027 before producing a final report of recommendations.
